THDA offers two programs to assist low-income households with utilities and water services. Both programs are administered by local agencies.
The Low-Income Home Energy Assistance Program (LIHEAP) helps low-income households meet their immediate home energy needs. With a one-time payment, families can stay safe and warm in the winter and cool in the summer without using unsafe heating and cooling practices. LIHEAP is administered by 19 local agencies that serve all 95 Tennessee counties. LIHEAP payments are made directly to utility providers/companies. Interested households must apply directly for LIHEAP assistance with the local agency serving their area. The Low-Income Household Water Assistance Program (LIHWAP) assists low-income households with water and wastewater bills. LIHWAP is one-time assistance that serves households
* with pending or disconnected water or wastewater services,
* with past due water or wastewater service bills, or
* who are at risk of falling behind on their water or wastewater services.
LIHWAP is administered by 19 local agencies in all 95 Tennessee counties.LIHWAP payments are made directly to the water provider/company.
